摘　　要：本文基于《生物安全法》赋予海关的法定职责,简述《国境卫生检疫法》与《生物安全法》和《国际卫生条例(2005)》的关联性,并结合《健康中国2030规划纲要》中有关“口岸公共卫生体系建设”的要求,浅析了《国境卫生检疫法》与当前卫生检疫工作的不适应性。为了实现维护国门安全、保障人类健康的立法宗旨,依法实施国境卫生检疫措施,提出重新构建《国境卫生检疫法》修订框架和相关条款的紧迫性和重要性。Based on the legal responsibilities given by the BIOSECURITY LAW to the customs,this paper briefly discusses the relevance among the Biosecurity Law,the Frontier Health and Quarantine Law and International Health Regulations(2005).And brief analyzes the inadaptability between the Frontier Health and Quarantine Law and the current health and quarantine work combined with the requirements of Port Public Health System Construction in the Healthy China 2030 Planning Outline.In order to realize the legislative purpose of safeguarding national security and human health and implement frontier health and quarantine measures in accordance with the law,this paper puts forward the urgency and importance of reconstructing the revised framework and relevant provisions of the Frontier Health and Quarantine Law.
