摘  要:党的十九大明确提出建设交通强国的宏伟目标,吹响了交通强国建设的号角,也为未来一段时间的交通建设奠定了总的基调。国家陆续出台多项支持交通运输产业技术创新的相关科技创新政策,如何实现对交通运输业科技政策的绩效评价,推动交通技术创新和产业化发展对于助力加快建设世界交通科技强国具有重大的现实意义。文中通过改进的突变级数法实证研究中国交通运输产业科技政策的实施效果评价问题,根据评价结果纵向分析各指标对于交通科技政策总体实施绩效的影响以及横向对比不同绩效指标的实施建设现状,进一步总结出交通科技政策体系实施过程中存在的基础建设绩效低下、过于偏重经费投入忽视知识成果和技术成果产出率等问题,提出了加大基础设施投入、增加项目相关投入和人力投入以及提高科技成果转化率等优化路径。The Nineteenth National Congress of the Communist Party of China clearly put forward the grand goal of building a country with strong transportation network,which sounds the trumpet for the construction of a strong transportation country,and also lays a general tone for the construction of transportation in the future.China has successively promulgated a number of related policies for scientific and technological innovation to support the technological innovation of the transportation industry.Achieving performance evaluation of scientific and technological policies in the transportation industry and further promoting the innovation and industrialization of transportation technology are of great significance to help speed up the construction of a strong transportation technology country in the world and to accelerate the progress of an innovative country through the support of scientific and technological innovation in the transportation field.In this paper,through the improved mutation series method combined with empirical research on the implementation effect evaluation of China’s transportation industry,the impact of each index on the overall implementation performance of transportation science and technology policy is analyzed vertically according to the evaluation results,and the implementation and construction status of different performance indicators is compared horizontally.The existing infrastructure in the implementation of transportation science and technology policy system is further summarized.This paper further summarizes the problems existing in the implementation of the transportation science and technology policy system,such as poor performance of infrastructure construction,over-emphasis on funds input,ignoring the output rate of knowledge and technology achievements,etc.It also put forward some optimization paths such as increasing infrastructure input,increasing related inputs of projects and human input,and improving the conversion rate of scientific and technological achievements.
