推动黑龙江省对俄林业合作对策研究

摘　　要：近年来,俄罗斯林业政策频繁调整,原木出口政策不断收紧,黑龙江省是对俄林业合作大省,木材进口主要来自俄罗斯,且有大批林业企业在俄远东和西伯利亚地区投资于森林采伐和木材加工。为应对俄方林业政策的不利影响,黑龙江省应该制定走出去战略,推动企业对俄林业投资,扶持龙头企业做大做强,打造完整的木材深加工产业链。同时与俄方共同推动双边口岸建设和交通基础设施建设对接,打造规范、透明、平稳有序的对俄木材贸易环境,并且要深入了解俄方林业发展战略,充分利用俄方引资政策红利。In recent years,Russia's forestry policy has been adjusted frequently,and its log export policy has been tightened.Heilongjiang Province is a major province in forestry cooperation with Russia.Its timber imports mainly come from Russia,and a large number of forestry enterprises of the province have invested in forest harvesting and wood processing in the Russian Far East and Siberia.In order to cope with the adverse effects of Russian forestry policy,Heilongjiang Province should formulate the"going out"strategy,promote enterprises to invest in Russian forestry,support leading enterprises to become bigger and stronger,and build a complete wood deep processing industry chain.At the same time,we should work with Russia to promote the docking of bilateral port construction and transportation infrastructure construction,create a standardized,transparent,stable and orderly timber trade environment with Russia,have a deep understanding of Russia's forestry development strategy,and make full use of Russia's investment policy dividend.
