摘　　要：在全球数据主权博弈愈发激烈的大背景下,以欧盟数据空间治理规则体系为研究对象,选择欧盟及其成员国最新的数据治理政策法规进行研究,揭示了当前欧盟数据空间治理寻求技术主导地位、塑造和维护欧洲价值观、引领规则体系构建三大特点,从而为我国数据空间治理提出了立法先行、法益平衡、话语对接、国际合作四点借鉴。This paper took the rule system of European Union data space governance as the research object,and analyzed the latest data governance policies and regulations in European Union as well as its member states,so as to reveal three characteristics of current European Union data space governance,such as seeking technical dominance,shaping and maintaining the“European Values”,leading to build the rule system.It put forward four reference points for China's data space governance,including the legislation first,legal interests balance,discourse docking,and international cooperation.
