环境规制与经济高质量发展的双向反馈效应研究

摘　　要：采用空间联立方程模型对环境规制与经济高质量发展之间的双向反馈效应进行研究。研究发现:(1)环境规制的空间滞后项的系数为负值,说明环境规制存在“逐底竞争”行为;经济高质量发展空间滞后项的系数为正,说明经济高质量发展呈现出“一荣俱荣,一损俱损”的特征。(2)在短期内,环境规制通过增加企业生产成本、挤占企业技术研发投入等途径降低了经济高质量发展,而经济高质量发展的提高对环境规制提出了更高的要求,经济高质量发展通过收入效应、资源配置效应、棘轮效应等途径提高了环境规制水平。(3)环境规制对经济高质量发展的影响具有非线性特征,当绿色工艺创新超过0.0157时,环境规制显著促进了经济高质量发展。Using spatial simultaneous equation model,the bidirectional feedback effect between environmental regulation and high-quality economic development is studied.The research finds that:(1)the coefficient of the spatial lag term of environmental regulation is negative,indicating the existence of"race-to-the-bottom"behavior in environmental regulation;and the coefficient of the spatial lag term of high-quality economic development is positive,indicating the characteristic of"all prosperity,all loss"in the high-quality economic development.(2)in the short term,environmental regulation reduces the high-quality development of economy by increasing the production cost of enterprises and crowding out the investment in technology research and development of enterprises.However,the improvement of high-quality economic development puts forward higher requirements for environmental regulation.High-quality economic development improves the level of environmental regulation by means of income effect,resource allocation effect and ratchet effect.(3)the impact of environmental regulation on high-quality economic development is non-linear.When green process innovation exceeds 0.0157,environmental regulation significantly promotes high-quality economic development.
