摘　　要：WTO发展议题是多边贸易谈判的热点,关乎发展中国家的切身利益。“特殊与差别待遇”是WTO赋予发展中国家成员方的优惠待遇,也是WTO的一项重要原则。以美国为首的西方发达国家围绕“发展中国家地位”及“特殊与差别待遇”的提案,企图实现与发展中国家贸易对等并达到剥夺发展中国家享有“特殊与差别待遇”权利的目的。对此,我国的基本立场是在坚持自身为发展中国家地位的同时,愿意承担更多的责任。依据模拟的放弃优惠待遇对中国宏观经济和行业的经济效应结果看,仍应联合其他发展中国家维护自身利益,维护自身作为发展中国家的“特殊与差别待遇”;在不得不放弃“特殊与差别待遇”时,应分步骤实施,对受冲击较大的行业未雨绸缪提升其竞争力。The development issue of WTO is a hot part of multilateral trade negotiations,which is related to the vital interests of developing countries."Special and Differential Treatment"is the preferential treatment to developing countries granted by WTO and is also an important principle of WTO.The western developed countries led by the United States have put forward reform proposals around the"status of developing countries"and"Special and Differential Treatment",in an attempt to achieve trade parity with developing countries and deprive the right of developing countries to enjoy"Special and Differential Treatment".In this regard,China's basic position is that while adhering to its status as a developing country,it is willing to assume more responsibilities.According to the economic effect of the simulated exiting"Special and Differential Treatment"on China's macro economy and industries,it is still necessary to work with other developing countries to safeguard our own interests and safeguard our"Special and Differential Treatment"as developing countries.When the"special and differential treatment"has to be abandoned,it should be implemented step by step to improve the competitiveness of the industry which has been hit hard.
