总规划师负责制下城市设计管控路径的实践探索——以文化中心类项目为例

摘　　要：随着我国城市建设进入高质量发展、精细化建设、品质化实施的阶段,城市设计意图向实施的有效传导成为高品质建设的首要环节。进而各地相继推出总规划师(总建筑师)负责制来响应现实需求,承担从城市设计到实施的组织、协调和管理的工作,该制度对落实规划发挥着重要作用。伴随设计管理方式的改进、对跨界合作的共识、技术进步的推动及人工智能的发展,总规划师的工作内容、方式也发生了相应变化。通过分析城市设计管控的发展趋势,提出现实条件下所需要解决的重点问题,继而以操作落成的文化中心类项目为案例,总结其对设计管控体系的探索,以期为今后总规划师负责制下城市设计管控体系的构建工作提供参考。China’s urban construction has entered the stage of high-quality development,fine construction and quality implementation.The effective transmission of urban design intention to implementation has become the primary link of high-quality construction.The Chief Planner(chief architect)responsibility system has been launched in various places to respond to the actual needs and undertake the work of organization,coordination and management from urban design to implementation.This system plays an important role in the implementation of planning.With the improvement of design management,the consensus of crossborder cooperation,the promotion of technological progress and the development of artificial intelligence,the work content and methods of the chief planner have changed accordingly.This paper analyzes the development trend of urban design management and control,puts forward the key problems to be solved under the actual conditions,and then takes the completed cultural center project as an example to summarize the exploration of design management and control system in the experience,so as to provide reference for the construction of urban design management and control system under the chief planner responsibility system in the future.
