摘　　要：1923—1924年,孙中山因军政府财源紧张发起拨存海关关余运动。但英美列强军事介入干涉,在广州制造了武力示威的“白鵝潭事件”。围绕海关关余的拨存,孙中山及其领导的广州政权与北京政府、公使团及海关总税务司安格联进行了多方的政治交锋与博弈。在政治力量相对悬殊的情况下,广州政府积极发动舆论宣传,同时组织民众团体集会,借国共合作契机及苏联外交等支持,为海关关余拨存创造优势。随着英美军事干涉的实质停顿,英美外交战略的重新调整,在各方妥协之下,激烈的关余争端暂时得以平息。From 1923 to 1924,sun yat-sen launched dial The Customs Revenue movement.Military intervention,with powers made violent demonstrations“The Customs Revenue Crisis”event.Surrounds dial deposit,guangzhou and Beijing government led by sun yat-sen and his,the diplomatic corps and Angle for many political game.Under the disparity in the diplomatic,military and so on,the guangzhou government to launch public opinion propaganda,organize public meeting at the same time,borrow the kmt-epe cooperation opportunity and Soviet u-nion support,create active advantage for The Customs Revenue dial the deposit.As the essence of military intervention,British and American diplomacy to readjust,under a compromise,“The Customs Revenue”dispute was calm.
