摘　　要：The report of the 19th National Congress of the Communist Party of China stated that the comprehensive rule of law is a profound revolution in national governance.We must adhere to the rule of law, promote scientific legislation, strict law enforcement,fair law enforcement,and compliance with law by all people (Xi,2017).
