中西滑雪旅游业发展要素的比较、启示与路径研究——基于供给侧改革视角

摘　　要：结合供给侧改革理论,围绕滑雪旅游业的“发展五要素”,即组织管理、资源要素、商业模式、产业体系、文化基因对中西滑雪旅游业展开比较。得出启示:联动多方主体协同共治以提升管理效能;因地制宜布局滑雪场馆以增强整体竞争力;积极探索雪场合作模式以实现集约化发展;强化业态融合以助力滑雪旅游业转型升级;传播滑雪文化以夯实滑雪旅游业发展基础。供给侧改革视域下中国滑雪旅游业发展路径:明晰政府职责和市场的边界;满足滑雪产品和服务的需求;全面提高全要素的生产效率。From the perspective of supply side,the paper compares the development factors of Chinese and Western ski tourism,which will provide practical basis and experience for China to take measures to improve the quality of ski tourism development and become a member of the world ski tourism ecosystem.Combined with the supply-side reform theory,this paper starts from the"five elements of development"of the ski tourism industry,namely organization,resource elements,development mode,security elements and cultural genes,and compares the Chinese and Western ski tourism industry.It can be concluded that:The linkage of multi-subject cooperation and co-governance can improve the management efficiency;Layout ski venues according to local conditions can achieve effective use of resources;we should actively explore group operation to achieve intensive development mode,strengthen the integration of business forms to help industrial transformation and upgrading,and spread skiing culture to lay a solid foundation for industrial development.To meet the growing diverse demand for ski tourism products and services from the perspective of supply-side reform,it is required that we clear the boundary between government and market and comprehensively improve the production efficiency of total factors.
