摘　　要：日本型农业直接补贴政策以山区半山区农业直接补贴政策为基础,以环境保护型农业直接补贴政策和农业多功能性直接补贴政策为支撑,呈现出"三位一体"的融合性以及保障农业生产、农民收入、农村生态的"三生合一"功能等特征。这一政策的实施对山区半山区等条件不利地区的农业提供支持,在边际耕地耕种,保障耕地农地稳定,促进农业增产增收,改善农业生产环境,提升地域资源质量等方面发挥了积极作用。根据基本国情所构建的农业直接补贴政策体系,重视丘陵山区等地理不利地区并强化该地区的农业直接补贴力度,进一步增强绿箱农业直接补贴的比例、制定明确而可操作性强的农业直接补贴标准等,既满足日本农业可持续发展的内在诉求,还顺应全球农业直接补贴向绿箱转化的发展趋势。Japanese-type agricultural direct subsidy policy is based on the agricultural direct subsidy policy in mountainous and semi-mountainous areas, supported by the environmental protection agricultural direct subsidy policy and the agricultural multifunctional subsidy policy, showing the characteristics of "trinity" integration and the "three-in-one" function of ensuring agricultural production, farmers’ income, and rural ecology. The implementation of this policy supports agriculture in disadvantaged areas such as mountainous and semi-mountainous areas and plays an active role in preventing the reduction of marginal arable land, ensuring the stability of arable land, increasing agricultural production and income, improving the agricultural production environment, and enhancing the quality of regional resources. The Japanese-type direct agricultural subsidy policy system constructed based on basic national conditions attaches importance to geographically disadvantaged areas such as mountainous and semi-mountainous areas, strengthens direct agricultural subsidies in these areas, further increases the proportion of green box agricultural direct subsidies, and formulates clear and operational agricultural direct subsidies standards, etc., which not only meet the inherent demands of the sustainable development of agriculture in Japan but also conform to the development trend of global agricultural direct subsidies to the green box.
