防疫常态化下全国堤防汛前管理工作应急调查分析

摘　　要：2020年3月,堤防防洪度汛准备工作进入了关键时期。为避免新型冠状病毒肺炎疫情对堤防汛前管理工作产生较大影响,通过开展电话抽查,掌握了疫情防控期间重点疫区以及有凌情、融雪洪水、水毁施工、穿堤施工等堤段的管理动态,发现部分地区受疫情影响存在道路不通巡堤受阻、居民聚集防疫压力大、工作人员滞留无法返岗、水毁工地无法复工等情况,深入分析了问题原因,提出了对策建议,有效促进了各地堤防工程管理单位汛前检查工作的开展,降低了疫情对防汛工作的不利影响。In March 2020,the flood prevention work of dike has entered a critical period.In order to prevent COVID-19 from having a significant impact on dike pre-flood management,random telephone checks were carried out.Through this work,the management situation of key epidemic areas,ice storm,snowmelt flood,water damage construction and dike crossing construction during the epidemic prevention and control period were mastered.The investigation found that affected by the epidemic,in some areas,roads are blocked,residents gatherings affect epidemic prevention,workers are stranded outside and cannot return to work,and construction sites destroyed by water and cannot be repaired.This investigation analyzed the causes and put forward countermeasures and suggestions,which effectively promoted the work and reduced the adverse impact of epidemic situation on flood prevention work.
