摘　　要：近年来,西方国家屡屡出现平民政治现象,政治精英与平民大众的平衡关系一定程度被打破,政治向平民化方向发展。平民政治是一种新政治现象,与精英政治相对应,它坚持平民立场,强调公众意志,以社会中下层平民参与为主,具有反建制、反精英、偏重利益动员等特征。平民政治的产生既反映了西方代议制民主的内在缺陷,又是精英与平民矛盾冲突爆发的结果,还是西方社会和经济问题的集中反映,并受现代新媒体传播手段的催化。平民政治的兴起扩大了民众政治参与深度和广度,但也埋下政治民粹化的隐患,将对西方政治发展产生深远影响。In recent years,civilian politics has repeatedly appeared in western countries.To some extent,the balance between political elites and civilians has been broken.Politics has developed towards civilianization.Corresponding to elite politics,civilian politics is a new political phenomenon,which insists on the position of civilians,emphasizes public will and the participation of the middle and lower classes of civilians,and has such characteristics as anti-establishment,anti-eliteness,and the emphasis on economic interests,etc.The rise of civilian politics is not only a response to the inherent flaws of western representative democracy,but also the result of the outbreak of conflicts between elites and civilians.It is a concentrated reflection of western social and economic problems and is related to the wide use of modern new media.The rise of civilian politics has expanded the depth and breadth of people's political participation,but left potential dangers of populist politics as well.It will have a profound impact on the political development in western countries.
