科技创新三螺旋模式中政府的适切功能与定位

摘　　要：三螺旋理论被学界认为是科技创新研究的新领域、新模式。其一经提出受到了西方发达国家得到广泛关注并得到了深入研究及应用。我国从21世纪初开始有学者引进三螺旋的概念及理论,此后不断有新的研究成果问世。然而相关研究略显分散,且与国内科技创新实际紧密结合的研究和实践还比较滞后。科技创新三螺旋模式中大学—产业—政府三者是相互独立,且都可以成为领导性机构的。而这与包括我国在内的众多发展中国家的国情不相符合。在科技创新三螺旋模式的研究中准确把握我国政府的适切功能与定位是正确运用该理论的前提。通过分析并研究3个科技创新主体的相互作用的过程,提出我国政府在科技创新活动中应准确把握三螺旋主体的内核边界,不断促进大学、产业创新要素增长,有效推动三螺旋主体内、外的循环发展。The triple helix theory is regarded as a new field and a new mode of scientific and technological innovation research.It,once put forward,has been widely concerned by western developed countries and has been deeply studied and applied.Since the beginning of the 21st century,some scholars have introduced the concept and theory of triple helix.Since then,new findings have been found.However,the related research,to some degree,is not focused,and the research and practice closely combined with the domestic scientific and technological innovation is still relatively lagging behind.In the triple helix model of scientific and technological innovation,university,industry and government are independent of each other and each of them can become a leading institution.This is not in line with the national conditions of many developing countries,including China.In the research of the triple helix model of scientific and technological innovation,it is the premise to accurately understand the functions and roles of our government.By analyzing and studying the interaction process of the three main bodies of scientific and technological innovation,this paper suggests that our government should accurately know the core and the boundary of the three bodies in scientific and technological innovation activities,continuously improve the growth of university and industrial innovation elements,and effectively promote the internal and external circular development of the three bodies.
