中蒙俄交通走廊建设与跨境合作思路及对策研究

摘　　要：中蒙俄交通走廊建设的本质就是为加快其经济走廊建设,进而促进东北亚区域经济一体化快速发展,深化共建“一带一路”的合作。因而,中蒙俄交通走廊建设意义重大。在推进中蒙俄交通走廊建设进程中,良好的经济互补性、良好的政治互信基础、良好的战略合作基础都为中蒙俄交通走廊建设的进一步推进提供了良好的基础支持,使得中蒙俄交通走廊建设在基础设施互联互通、经贸合作交流以及人文交流合作领域取得了实质性进展,为加快推进中蒙俄跨境合作提供了有力的支持。为更好地推进中蒙俄交通走廊沿线建设,中蒙俄交通走廊上的国家地区要充分利用各自比较优势,积极开展跨境次区域合作,加快交通走廊、经济走廊建设,形成新的区域经济增长中心,进一步深化中蒙俄跨境合作。基于此,深入探讨中蒙俄跨境合作布局过程中的困境,并从“政策沟通、设施联通、贸易畅通、资金融通、民心相通”的“五通”领域探索出中蒙俄跨境合作的发展思路,进而提出中蒙俄跨境合作的对策:一是创新跨境合作机制;二是推进绿色合作与发展;三是深入推进中蒙俄三国跨境次区域合作。据此,更高质量推进中蒙俄跨境合作,重塑东北亚区域经济发展格局,为中国以及世界经济增长提供新契机。The essence of the construction of the China-Russia-Mongolia transport corridor is to accelerate the construction of its economic corridor,thereby promoting the development of regional economic integration in Northeast Asia,and deepening the Belt and Road Initiative.Therefore,the construction of the China-Russia-Mongolia transport corridor is of great significance.In the process of advancing the construction of the China-Russia-Mongolia transportation corridor,good economic complementarity,a good foundation of political mutual trust,and a good foundation for strategic cooperation have provided basic support for the further advancement of the construction of the China-Russia-Mongolia transportation corridor.The construction has achieved good results in the areas of infrastructure interconnection,economic and trade cooperation and exchanges,and people-to-people and cultural exchanges,providing strong support for accelerating cross-border cooperation between China,Russia,and Mongolia.In order to better promote the construction of the China-Russia-Mongolia transportation corridor,the countries and regions on the China-Russia-Mongolia transportation corridor must make full use of their respective comparative advantages,actively carry out cross-border subregional cooperation,accelerate the construction of transportation corridors and economic corridors,and form new regional economic growth.On this basis,the paper analyzes the difficulties in the layout of China-Russia-Mongolia cross-border cooperation,and then proposes the next step of thinking and countermeasures,aiming to better promote China-Russia-Mongolia cross-border cooperation and accelerate the economic integration of Northeast Asia.
