《档案法》修订背景下档案馆文化职能的“超越”与“嬗变”

摘　　要：2020年6月20日,新修订的《中华人民共和国档案法》(以下简称《档案法》)正式公布。此次修订除新增“档案信息化建设”“监督检查”“应对突发事件的档案收集和利用”等内容,还对档案馆文化职能提出更高的时代要求。文章以档案馆文化职能梳理为切入点,对当前档案法修订背景下档案馆文化职能的“超越”与“嬗变”进行阐释,并分析新修订《档案法》对档案馆文化职能的新要求,以期为档案治理体系现代化建设提供助力。On June 20,2020,the newly revised Archives Law of the People's Republic of China(hereinafter referred to as the“Archives Law”)was officially published.Besides the newly added“archives informatization construction”,“supervision and inspection”,“archives collection and utilization in response to emergencies”etc,the revision also puts forward higher era requirements for the cultural functions of archives.Taking the sorting of the cultural functions of archives as an entry point,this paper explains the“transcendence”and“transmutation”of the cultural functions of archives under the background of revision of Archives Law,and analyzes the new requirements of the newly revised Archives Law for the cultural functions of archives,so as to provide impetus for the modernization of archives governance system.
