当代中国的福利属性及其演进逻辑

摘　　要：作为福利的本质内核和精神气质,福利属性往往与一定社会形态的家庭、经济、社会、政治、文化等范畴的发展实际紧密关联且有效互动,并在此过程中得以适时演进。自新中国成立并随之确立社会主义社会形态以来,国家经历了计划经济时代、改革开放时代、新时代三个重要发展阶段,福利及其治理逐渐成为国家和社会积极保障改善民生、有效应对社会风险、有序推进国家治理、助力构建良好政治秩序的重要依托。同时,福利属性也逐步形塑为一套并不止于由家庭属性、经济属性、社会属性、政治属性、文化属性所构成的福利性质系统,并伴随当代中国的家庭、经济、社会、政治、文化的变迁与发展,不断被赋予新的内涵和意义。因此,立足当代中国经济社会发展的三个重要阶段,对福利属性的演进逻辑加以分析与辨识,或许可以充实中国福利理论体系,为新时代福利及其治理为中心的政策决策与实践,带来些许学理性启示和引发式思考。As the essential core and spiritual temperament of welfare,welfare attribute is always related to and interacts with the development of family,economy,society,politics,and culture in a particular society form,where it can evolve properly with time.Since the founding of New China and the establishment of socialist system,China has experienced three important stages of development:the era of planned economy,the era of reform and opening up,and the new era.Welfare and its governance have gradually become an important basis for the state and society to actively guarantee the improvement of people’s livelihood,effectively deal with social risks,advance the level of national governance in an orderly manner,and help build a good political order.At the same time,welfare attribute is gradually shaped into a set of welfare attribute systems,which are not only composed of family attribute,economic attribute,social attribute,political attribute and cultural attribute,but also given new connotations and significance with the change and development of family,economy,society,politics and culture in contemporary China.Therefore,based on the economic and social development incontemporary China,analyzing and identifying the evolutionary logic of welfare attribute may enrich the theory system of Chinese welfare and bring some inspirations to the policy decisions and practices which are centered on the welfare governance in the new era.
