摘 要:为有效提高小型水库安全管理水平,搭建基于风险分析的差异化安全管理体系,从赋存环境、结构材料、监督管理、失事损失等安全风险因子出发,基于工程安全风险特点对小型水库进行了分区分类,在此基础上有针对性地构建了责任落实、资源配置、信息感知、预警预报、维修养护、应急响应、除险加固等动态风险管理体系,并给出了相应指标。某市小型水库群的安全管理实际应用效果表明,上述方法能有效解决数量多、分布广、资料缺、条件差等条件下的小型水库安全管理问题。In order to effectively improve the safety management level of small reservoirs and build a dif⁃ferentiated safety management system based on risk analysis,small reservoirs are classified based on the characteristics of engineering safety risks from the aspects of occurrence environment,structure and ma⁃terial,supervision and management,accident loss and other safety risk factors.On this basis,a dynamic risk management system including responsibility implementation,resource allocation,information per⁃ception,early warning and forecast,maintenance,emergency response and reinforcement is constructed,and the related indicators are given.The actual application results of safety management of a group of small reservoirs in a city show that above said methods can effectively solve the problems in safety man⁃agement of small reservoirs which are of large number,widely distributed,lacking data and under poor condition.
