摘　　要：监管数字货币交易是最近的热点。金融行动特别工作组在2019年提出带有旅行规则的新监管框架。旅行规则就是交易双方需要交换交易双方的信息,这是美国银行交易的传统,而美国科技公司也实时开发了相关支持系统"旅行规则信息共享架构"(TRISA)。许多加密交易所在2020年6月开始在TRISA系统上注册,作为其合规机制的一部分。然而TRISA系统可能并不能满足所有国家的法规要求。基于此,研究提出了一个更严格的TRISA版本——STRISA,它与TRISA兼容,但有四个新特性:第一,跟踪个人数字钱包;第二,支持区块链数据湖(BDL)平台,可以分析各种区块链(BC)系统之间的互操作;第三,提供一个使用智能合约和自动机器学习技术的监管执行框架;第四,大部分数据存储在相关的区块链中,以确保包括监管机构在内的任何人都无法更改存储的数据,以使STRISA满足旅行规则要求。Recently,the regulation of digital currency exchange has become a hot spot.In 2019,a new regulatory framework with travel rules was proposed by the Financial Action Task Force(FATF).Travel rules have been a tradition of bank transactions in the United States,requiring both parties of the transaction to exchange their information.Meanwhile,American technology companies also developed a related system to support travel rules,that is,the"Travel Rules Information Sharing Architecture(TRISA)",and since June 2020,many encrypted digital currency exchanges began to use the TRISA system as part of their compliance mechanism.However,the TRISA system may not necessarily meet the regulatory requirements of all countries in the world.So STRISA,a stricter version of TRISA and compatible with it,has been proposed in this study,which has four new features:first,it can track personal digital wallets;second,it supports the Blockchain Data Lake(BDL)platform and can analyze the inter-operation between various blockchain(BC)systems;third,it provides a regulatory implementation framework with intelligent contracts and automatic machine learning technology;and fourth,most of the data are stored in the relevant blockchains to ensure that no one,including the regulatory agencies,can change the stored data so as to meet the requirements of travel rules.
