摘 要:港口建设费是筹措水上交通基础设施建设及维护工程的主要资金渠道之一,对国家航运事业发展与市场贸易繁荣起到重要推动作用。我国对相关税费的征收与使用源远流长,世界各国对于航运基础设施的服务费用回收策略也由来已久,并对国际贸易市场产生了或多或少的经济与政治影响。通过对各国相关法律法规与文献进行信息整合,分析并总结国际主要航运国家的港建费征用情况,以期为我国后续相关政策的制定提供参考信息。The harbor toll,which plays an important role in promoting the development of national shipping industry and the prosperity of market trade,is one of the major funding channels for public shipping infrastructure construction and maintenance projects.Not only does China have a long history of collecting and using related taxes and fees,but also countries around the world have their own strategies for recovering the service fees of shipping infrastructure,which has more or less economic and political impact on the international trade market.Based on the review of relevant laws and regulations on harbor toll,the paper studies the collection of harbor toll in major shipping countries,in the hope of providing reference for domestic policy-making.
