摘 要:本文选取了城市体检八项指标中的生态宜居和安全韧性两项指标为研究对象,通过梳理国内外相关学者研究及国内相关标准,构建了综合指标体系库,运用统计分析、理论分析及问卷调研等筛选方法,将“自上而下”的理论研究与“自下而上”的群众调研相结合,对指标体系库进行优化筛选。选取西宁、嘉兴、迁安不同行政区划等级、不同地理区位的城市对指标进行实证校验,构建出空间→结构→服务→承载→人居“由表及里”的生态宜居指标体系,以及自然灾害防治、公共安全卫生防治、安全事故预防、疏散避难及应急救援的安全韧性体系。同时,本文结合新数据与新技术的应用,选取了公园可达覆盖率、灾害天气道路通行能力及林荫路覆盖率三项指标进行了关键技术的探索。This paper selects two indicators of ecological livability as well as safety and resilience among the eight indicators of urban physical examination as the research objects.By combing the researches of domestic and foreign scholars and relevant domestic standards,a comprehensive indicator system database is constructed,which uses statistical analysis,theoretical analysis and questionnaires and other screening methods to optimize the selection of the index system database by combining the"top-down"theoretical research with the"bottom-up"mass survey.This paper selects cities in Xining,Jiaxing,and Qian'an with different administrative division levels and different geographic locations to verify the indicators,and constructs an ecological livability indicator system including space→structure→service→carrying→human settlements"from the outside to the inside",as well as a security resilience system for natural disaster prevention,public safety and health prevention,safety accident prevention,evacuation and emergency rescue.At the same time,this paper combines the application of new data and new technology,selects three indicators of park reachability coverage,trafficability in disaster weather,and coverage rate of tree-lined roads to explore key technologies.
