农业产业关联与产业波及效应:国际比较与经验借鉴

摘　　要：加强农业与非农产业的融合在现代经济发展中具有重大现实意义。本文以投入产出法为基础,对1995-2015年以色列、美国和中国农业的中间投入率、中间需求率、直接消耗系数、完全消耗系数、影响力系数以及感应度系数进行了比较分析。结果表明:中国与两国农业产业关联和产业波及效应存在明显差异,两国的中间投入率均高于中国,且两国农业对其他产业的后向波及效应大于前向波及效应。本文对增强中国农业产业关联提出以下建议:一要提升精准定位农产品市场需求的能力,增强农业对最终消费需求的带动作用;二要增加农业资本、技术投入,促进涉农产业结构优化升级;大力发展涉农服务业,促进涉农产业融合。Strengthening the integration of agriculture and non-agricultural industries is of great practical significance in modern economic development.Based on the input-output method,this paper compared and analyzed the intermediate input rate,intermediate demand rate,direct consumption coefficient,complete consumption coefficient,influence coefficient and inductance coefficient of Israel,the United States and China from 1995 to 2015.The results show that there are obvious differences between China and the two countries in terms of agricultural industry correlation and industrial ripple effects.The intermediate input rate of the two countries is higher than that of China,and the backward ripple effect of the agriculture of the two countries on other industries is greater than the forward ripple effect.This article proposes the following suggestions for enhancing the linkages of China's agricultural industry:First,it is necessary to improve the ability to accurately locate market demand for agricultural products,and to enhance the leading role of agriculture in final consumption demand;Second,it is necessary to increase agricultural capital and technology input to promote the optimization and upgrading of the agricultural industry structure;Develop agriculture-related service industries and promote the integration of agriculture-related industries.
