摘 要:作为公共服务供给的一种创新工具,凭单制政府购买公共服务将服务承接主体之间的竞争机制和消费者享有的自由选择权相结合,供需适配成为可能。但是,基于构建的“主体-行为-价值”框架分析,凭单制政府购买公共服务仍然存在供需适配的诸多问题,具体表现为供需主体对接脱节、供需行为选择偏差、供需主体再适配失灵以及供需价值引导无效。因此,政府应该优化制度设计,实现供需主体识别精细化;激励与监管并举,规范主体市场行为;完善绩效考核体系,推动需求导向的主体再适配;明确责任协调利益,共建公共服务价值网络。As an innovative tool of public service supply,the voucher system of government purchasing public services combines the competition mechanism between service suppliers and the free choice of consumers.The supply and demand adaptation is expected to be realized.However,based on the analysis framework of“Subject-behavior-value”,there are still many problems in the supply and demand adaptation in the voucher system of government purchasing public services,such as the disconnection of supply and demand subjects,the deviation of supply and demand behavior selection,the failure of re-adaptation of supply and demand subjects and the ineffectiveness of supply and demand value guidance.Therefore,the government should optimize supply and demand adaptation of voucher system:optimizing system design and realizing fine identification of supply and demand subjects;simultaneously promoting incentive and supervision to standardize market behavior of subjects;improving performance appraisal system to promote demand-oriented re-adaptation of subjects;clarifying responsibility and coordinating benefits to build public service value network.
