摘  要:孔子学院奖学金(现名国际中文教师奖学金)存在项目评估“赤字”。基于现实主义评估理论,通过分析喀麦隆孔子学院奖学金生(汉语国际教育专业硕士)的奖学金申请与回国就业案例,发现在促进喀麦隆本土汉语教师人才培养上,孔子学院奖学金项目因受喀麦隆教师教育政策的影响而未能发挥应有的作用。从喀麦隆的案例可以获得以下启示:未来要保证国际中文教师奖学金项目投入物有所值,有效促进各国中文教育发展,就必须强化奖学金生的跟踪机制与奖学金项目的绩效评估,特别是要通过国别评估发现制约奖学金项目绩效的具体背景因素,进而通过改进项目治理提升项目绩效。The Confucius Institute Scholarship(now known as the International Chinese Language Teachers Scholarship)has a“deficit”in program evaluation.Based on the theory of realistic evaluation,this paper analyzes the cases of scholarship application and employment of the Confucius Institute Scholarship students(MTCSOL)in Cameroon.It shows that the Confucius Institute Scholarship Program failed to play its due role in the training of local Chinese language teachers in Cameroon due to the influence of Cameroon’s teacher education policy.The lessons drawn from the Cameroon case are as follows:to make sure the International Chinese Language Teachers Scholarship is worth the money in the future,and effectively promote the development of Chinese language education,we must strengthen the tracking mechanism of scholarship students and program evaluation,especially find out the background factors restricting the performance of program through the national evaluation,and improve program performance through improving program governance.
