摘 要:为实现高比例可再生能源的并网与消纳,未来电力系统需具有更为合理的网络结构和灵活的运行方式。综合计及可再生能源出力的不确定性和预想事故的影响,提出考虑网络结构优化的含可再生能源的电网规划方法。考虑规划可用资源限制,确定新建线路和升级部分现有输电线路开关以使其满足输电网结构优化的需要;在系统正常运行时,考虑可再生能源和负荷的不确定性以确定最优的调度方案和网架结构;对于既定预想事故,在系统正常运行调度方案的基础上,通过发电再调度和网络结构优化,最小化故障影响。通过改进的IEEE RTS-24系统验证了所提方法的有效性和合理性。To facilitate the integration and consumption of the high-penetration renewable energy,the network structure of power system in the future should be more reasonable and its operation mode should be more flexible.In this paper,a planning method for the power system with renewable energy considering optimal transmission switching(OTS)is proposed,which comprehensively takes into account the uncertainties in renewable energy generation and the impacts of preconceived accidents.With the consideration of the planning limits on available resource,new lines are constructed and transmission switches are updated to meet the needs of OTS.Under the normal operation of system,the uncertainties in renewable energy and load are considered to determine the optimal dispatching scheme and the network structure.As for the preconceived accidents,based on the dispatching scheme under the normal operation of system,the power generation re-dispatching and OTS are adopted to minimize the impacts of faults.The effectiveness and rationality of the proposed method is verified by an improved IEEE RTS-24 system.
