某军队医院创新培育基金项目延期原因分析

摘　　要：科研项目延期会影响单位学术声誉、降低单位科研经费使用效益、弱化单位核心竞争力,已成为单位科研项目管理亟需解决的突出问题。对某军队医院设立的“创新培育基金”2016—2019年延期项目进行深入分析,梳理归纳出项目负责人缺席、项目组成员形同虚设、重项目申报轻课题研究、项目研究内容过多、不可控因素等五个主要原因;从优化项目组成员、严把项目立项评审、加强过程管理、立项与职称晋升脱钩、完善科研诚信档案、建立健全奖惩机制、加强科研经费管理等6个方面进行思考,提出解决项目延期的具体对策建议。The postponement of scientific research projects may affect the academic reputation of an institu⁃tion,reduce the use efficiency of scientific research funds,and weaken the core competitiveness of units,and thus it has become an urgent problem to be solved in the management of scientific research projects.In this paper,an in-depth analysis was conducted on the postponed projects in the“Innovation Cultivation Fund”set up by a military hospital from 2016 to 2019,and five main reasons were summarized,including the absence of a project leader,the absence of project team members,more emphasis on project application than research,excessive project research content,and other uncontrollable factors.In order to solve the problems accordingly,specific countermeasures and suggestions were put forward from six aspects,which include optimizing project team members,strictly evaluating projects approval,strengthening process management,decoupling project approval from professional title promo⁃tion,improving scientific research integrity archives,establishing and improving reward and punishment mechanism, and enhancing management of scientific research funds.
