摘 要:目前,我国污水资源化利用工作取得了积极进展,但总体利用水平仍不高,实践中还存在一些制约因素,限制了其发展。系统梳理了污水资源化利用中的驱动和约束因素,以期为我国污水资源化利用管理提供决策支撑。在驱动因素方面,从供需双侧归纳为水资源短缺、可用领域广泛、水源相对稳定三个方面;在约束因素方面,归纳为工程条件约束、经济效益约束、技术水平约束、政策法规约束、生态环境约束、社会认可约束六个方面,分别评价了其对我国污水资源化利用的促进和制约作用。At present,wastewater reuse in China has made positive progress.However,the overall utilization level is still not high.There are still some constraints in the practice of wastewater reuse.Systematically sorting out the driving factors and constraining factors,which can provide decision support for the management of wastewater reuse in China.In this study,the driving factors were summarized as the shortage of water resources,the wide range of available fields and the relative stability of water source.The constraining factors were summarized into six aspects:engineering conditions,economic benefits,technical level,policies and regulations,ecological environment,and social recognition.The promoting and restricting effects on the wastewater reuse were evaluated respectively.
