摘  要:随着国防信息化建设的快速推进,大量军事信息系统被开发,在开发过程中产生了诸如数据不统一、不标准以及服务重复建设等问题,既浪费了大量的建设和维护资源,也导致技术难以得到沉淀,数据不能被充分利用。中台在大型企业的成功应用,包括在电子政务发展中的规划,以及美军的全球信息栅格与军事云建设,都在着力解决类似问题。本文认为,军事信息系统中台具有巨大的潜在价值和较强的可行性,不仅可以提升数据与服务的共享能力和开发效率,还可以提供数据驱动创新来源和精细管理能力。相比企业和政府信息系统中台,军事信息系统中台由于其使用条件的特殊性,需要考虑更多的需求和技术因素,因此,目前只能给出军事信息系统中台的构想。With the rapid informatization of national defense,a large number of military information systems have been developed.However,many problems are encountered in this context,such as non-uniform and non-standard data as well as the redundant construction of services,that lead to the waste of a large amount of construction and maintenance resources,and make it difficult for the data to be fully utilized.The application of the middle platform in large enterprises,planning in the development of e-governance,and the US military’s construction of a global information grid and the military cloud are attempts to solve such problems.The middle platform of the military information system has significant potential for use because it can help efficiently share data and services,and provide data-driven sources of innovation and management.In comparison with the enterprise and government information systems,the middle platform of the military information system requires a greater consideration of technical factors because of the particularity of its use conditions.
