摘　　要：追究故意隐瞒疫情信息之民事责任将有助于防疫工作顺利开展,却因相关理论的不足导致实践中缺乏相关案例。该责任基于如实告知疫情信息的法律义务,具有责任主体广泛、民事责任种类多元、与其他性质责任并行等特征。追究故意隐瞒疫情行为人的民事责任确有必要:一是基于法律义务和民法基本原则的法理基础,二是由法律明文规定,三是民法责任特性决定的。该责任适用过错责任原则,并由违法行为、损害事实、因果关系以及过错等四部分组成构成要件。该责任可以广泛满足实践中适用需求,其责任承担方式主要为赔偿损失、恢复原状等。Investigating the civil liability of deliberately concealing the epidemic information will contribute to the epidemic prevention work,but there is no relevant case in practice due to the lack of relevant theories.The liability is based on the legal obligation of telling the epidemic information truthfully,which has the characteristics of wide liability subjects,multiple types of civil liability,and parallel with other responsibilities.It is necessary to investigate the civil liability of the person who intentionally conceals the epidemic situation.Firstly,it is based on the legal principle of legal obligations and the basic principles of civil law;secondly,it is stipulated by laws and regulations;thirdly,it is determined by the characteristics of civil liability.The principle of fault liability is applicable to the liability,which is composed of four parts:illegal act,damage fact,causality and fault.The liability can be widely used in practice,and the main ways to bear the responsibility are to compensate for the loss and restore the original state.
