摘　　要：目的:提高卫生行政执法人员办理案件的能力与技巧,规范医疗机构临床用血行为。方法:通过分析一起卫生监督员在血液安全专项监督检查中发现的临床用血安全监督案例,依据法律和相关程序详细介绍案件查办过程。结果:该医疗机构完全履行19000元的行政处罚罚款。结论:切实加强临床用血安全监督管理,修订完善临床用血安全相关法律,规范医疗机构临床用血行为,提高卫生监督员办案能力。Objective:To improve the ability and skills of health administrative law enforcement personnel in handling cases,and to standardize clinical blood use in medical institutions.Methods:By analyzing a case of clinical blood safety supervision discovered by a health supervisor in a special blood safety supervision and inspection action.According to laws,regulations and related procedures,the case investigation process was introduced in detail.Results:The medical institution fully fulfilled the administrative penalty fine of 19000yuan.Conclusion:Effectively strengthen the supervision and management of the safety of clinical blood use,revise and improve relevant laws and regulations on the safety of clinical blood use,standardize the clinical blood use behavior of medical institutions,and improve the ability of health supervisors to handle cases.
