城乡社会治理中制度与情感的叠加互动——以Z市公安机关“2+N”模式为例

摘　　要：公安机关是基层社会协同治理创新的重要力量。如何将制度创新与基于文化因素的情感治理融合在一起,最大限度激发城乡社区网格治理的活力,是公安机关面临的重要课题。Z市公安机关坚持问题导向,探索建立了城乡社区网格治理的"2+N"模式。该模式一方面从组织体系、运行机制与综合保障层面,推进基层社会治理的制度创新;另一方面通过陌生关系的熟悉化、文化网络资源的再利用、情理化的微调解以及群众路线的再深化四种方式,拓展文化因素的创造性运用,从而实现了基层社会治理中刚性制度与柔性情感的叠加互动,取得良好社会效果。Public security organs are the important forces of the innovation of the grass-roots social cooperative governance.How to integrate the institutional innovation with the emotional governance based on cultural factors,to maximize the vitality of urban and rural community grid governance,is an important issue faced by the municipal and county public security organs. The public security organs of Z city adhere to the problem orientation,explore and establish the "2 + n "model of urban and rural community grid governance. On the one hand,the model promotes the institutional innovation of grass-roots social governance from the aspects of organization system,operation mechanism and comprehensive support. On the other hand,the superposition and interaction of rigid system and flexible emotion in social governance is realized by familiarizing unfamiliar relations,reusing cultural network resources,rationalizing fine-tuning solution and reemphasizing the mass line,thus achieved good social effects.
