摘 要:构建一种计及绿色电力证书交易制度(TGC)的含风电电力系统经济调度模型。首先,考虑负荷、风电出力和证书价格预测误差,通过拉丁超立方采样(LHS)生成场景集。然后,计及基于典型场景集的失负荷惩罚、弃风惩罚与绿色电力证书交易成本,以系统总成本最小为优化目标建立调度模型,同时引入可靠性约束保证系统的安全性。最后,采用自适应免疫疫苗算法求解所建模型,分析可靠性水平、弃风惩罚系数以及证书预测价格等不同因素对所建模型的经济性调度以及旋转备用计划的影响,优化制定机组的日前调度计划与旋转备用计划,验证了模型的合理性。An economic dispatching model of wind power system with tradable green certificate system(TGC)was proposed in this paper. Firstly,taking the forecasting deviation of load,wind power,and TGC price into account,several scenarios were generated by Latin hypercube sampling(LHS). Then,the cost of load loss penalty,wind abandonment penalty and TGC transaction based on these scenarios were included in the total cost,and the dispatching model was established based on the target of minimizing total cost. In addition,reliability constraints were introduced to ensure the safety of system. Finally,the adaptive immune vaccine algorithm was used to solve the model,and the effects of reliability level,wind abandonment penalty coefficient and TGC forecast price on the economic dispatch of the model and spinning reserve plan were analyzed. The optimization of the day ahead dispatching plan and the spinning reserve plan was carried out,which verifies the rationality of the model.
