摘　　要：多学科、多视角地研究科技智库管理运行机制,构建宏观、中观和微观3个层面的科技智库管理和运行机制研究框架。基于政策过程理论,分析在议题提出、政策制定、政策执行和政策评估4个阶段如何促进科技智库更好地发挥作用;基于委托代理理论,研究科技决策咨询中的逆向选择和道德风险问题,通过完善甄选、激励、监督和约束机制推动科技智库建设和发展;基于全面质量管理理论,研究科技智库的产品质量全过程管理和质量管理全员参与,促进科技智库高质量产品产出。我国科技智库的建设和发展需要从宏观、中观和微观3个层面共同推动,完善科技决策咨询机制、推动高水平科技智库建设,健全外部管理机制、促进科技智库高质量发展,优化内部运行机制、推进科技智库产品供给侧改革。This paper studies the management and operation of science and technology think tanks from the perspective of multiple disciplines and theories, builds a research framework for the management and operation of science and technology think tanks at macro, meso, and micro levels. Based on policy process theory, the paper puts forward methods to enable science and technology think tanks to play a better role in the four stages of proposal of issues, formulation of policies, implementation of policies and evaluation of policies;discusses adverse selection and moral hazard in science and technology decision-making consultation based on the principal-agent theory, proposes to promote the construction and development of science and technology think tanks by improving the mechanism of selection, incentive, supervision and restraint;and conducts research on the whole-process management of product quality of science and technology think tanks and the participation of all employees based on the total quality management theory, to promote the output of high quality products of think tanks. The construction and development of China’s science and technology think tank needs to be promoted from three aspects of macro, meso and micro, to consummate the mechanism of scientific and technological decision-making consultation for the construction of high-level science and technology think tanks, to improve the external management mechanism for high-quality development of science and technology think tanks, and to optimize the internal operation mechanism, thereby promoting the supply-side reform of products from the science and technology think tanks.
