摘　　要：提高我国科技创新治理能力,具有赋能经济增长转型和推动打造经济高质量发展战略高地、引领经济高质量开放发展的时代价值。廓清提高科技创新治理能力的内在动力机制包括科技创新的动力协同驱动机制、投入产出互动机制以及产学研协同创新与科技创新成果转移转化机制。在此基础上,通过构建科技创新治理能力评价指标体系,评价2008—2018年我国科技创新治理能力,结果表明我国科技创新治理能力总体水平仍然较低,但呈现渐进式提高的态势,横向上各区域的水平差距较大,纵向上的发展呈先下降后上升的"V"字型。为更好地解决提高我国科技创新治理能力中治理模式存在偏差、管理体制机制有待改善、主体培育机制和协同机制有待健全以及治理环境和人才制度建设有待加强等一系列问题,提出未来必须把握好提高科技创新治理能力的重要政策取向,推进科技创新管理体制改革,健全和加强科技创新资源投入制度、创新主体多元培育制度和科技创新成果转移转化制度建设,并完善科技创新治理环境建设。Improving China’s capacity for scientific and technological innovation and governance has the value of enabling the transformation of economic growth, promoting the building of a strategic highland for high-quality economic development, and leading high-quality and open development of the economy. The internal dynamic mechanism of improving the governance ability of scientific and technological innovation is clarified, including the collaborative driving mechanism of scientific and technological innovation, the interaction mechanism of input and output, the collaborative innovation of industry, university and research and the transfer and transformation mechanism of scientific and technological innovation achievements. On this basis, this paper evaluates the scientific and technological innovation governance ability of China from 2008 to 2018 by constructing the evaluation index system of scientific and technological innovation governance ability. The results show that the overall level of China’s scientific and technological innovation governance ability is still low, but presents a gradual improvement trend. Horizontally, there is a big gap in the level of regional scientific and technological innovation governance ability, and vertically, the development of scientific and technological innovation governance ability is first decreased and then increased in the "V" shape. In order to better solve a series of problems existing in improving China’s scientific and technological innovation governance capacity, for example, there is a deviation in the governance mode, the management system and mechanism need to be improved, the main body cultivation mechanism and synergism mechanism need to be improved, and the governance environment and talent system construction need to be strengthened, the paper puts forward that in the future, it is necessary to grasp the important policy orientation of improving the governance ability of scientific and technological innovation, promote the reform of the management system o
