摘 要:2019年9月至2020年1月,通过开展多角度的问卷调研和现场座谈,对北京市全科农技员队伍建设和管理情况进行调查。结果表明:北京市全科农技员队伍性别构成较为合理,整体学历水平有所提高,大部分全科农技员具有一定的农业从业经验,在农村政策宣传、技术指导和推广、产品宣传和销售方面发挥了一定作用,能够采取现场和远程等方式对农户提供服务,农户的满意度较高,各区县能够按照相关规定对全科农技员进行选聘和管理;与此同时,队伍的建设和管理仍存在年轻后备力量不足、职能转变未跟上外部情况变化、服务内容需要扩展、个人素质需要提升、相关管理考核标准需要完善和岗位发展需要明确等问题。为促进北京市全科农技员队伍建设和管理进一步完善,提出根据外部环境变化调整职能并扩充服务内容、完善服务方式和开展系统性培训、完善管理手段并优化工作环境和待遇,以及明确岗位未来发展方向和定位等对策建议。From September 2019 to January 2020, this study investigated the construction and management of general agricultural technicians in Beijing through multi-angle questionnaire investigation and on-site discussion. The results show that the gender composition of general agricultural technicians in Beijing is relatively reasonable, and the overall educational level has been improved, most of the general agricultural technicians have agricultural experience and have played a role in rural policy publicity, technical guidance and promotion, product publicity and sales, provide services to farmers in on-site and remote ways, the farmers are more satisfied with their services, and the districts and counties can select and manage general agricultural technicians in accordance with relevant regulations. At the same time, the construction and management of the general agricultural technician team in Beijing still has the following problems: the shortage of young reserve force, the failure of function change to keep up with the change of external situation, and the need to expand the service content, to improve the personal quality, to improve the relevant management assessment standards, and to clear post development and so on. In order to promote the construction and management of general agricultural technicians in Beijing, the paper puts forward some countermeasures and suggestions, such as adjusting the function and expanding the service content, perfecting the service mode and carrying out systematic training, perfecting the management means and optimizing the working environment and treatment, and clarifying the future development direction and orientation of the post.
