摘　　要：党的十九届四中全会对坚持和完善中国特色社会主义制度,推进国家治理体系和治理能力现代化作出了一系列重大部署;习近平总书记2019年9月18日在郑州黄河流域生态保护和高质量发展座谈会上发表了重要讲话。在对标国家治理体系和治理能力现代化发展方向,紧紧围绕黄河流域生态保护和高质量发展战略总要求,贯彻落实“水利工程补短板,水利行业强监管”总基调基础上,分析了黄河流域治理体系和治理能力现状以及面临的形势,对坚持和完善水土流失治理制度,提高黄河流域水土流失治理体系和治理能力现代化提出了建议,旨在着力促进黄河流域高质量发展。The Fourth Plenary Session of the 19 th Central Committee of the CPC has made a series of major arrangements on upholding and improving the system of socialism with Chinese characteristics and promoting the modernization of national governance system and capabilities.The general secretary Xi Jinping delivered an important speech at the forum on ecological protection and high quality development of the Yellow River basin on September 18,2019 in Zhengzhou.The paper analyzed the current situation of the Yellow River basin governance system and governance capacity as well as the faced situation,and put forward suggestions on adhering and improving the soil erosion control system and increasing the modernization of soil erosion control system and capacity of the basin for the purpose of promoting the high-quality development of the Yellow River basin,on the basis of benchmarking the modernization development direction of national governance system and governance capacity,closely around the general requirements of ecological protection and high quality development strategy of the Yellow River basin and implementing the principle of improving weakness through hydraulic engineering works and strengthening supervision in water sector.
