可及性:公众感知视角下的博物馆公共文化服务评价体系

摘　　要：在公共服务领域,"可及性"是从公众感知视角评价公共服务效果的重要视角;在博物馆领域,实现资源和服务面向公众"可及"是近代以来公共博物馆的追求目标之一。立足博物馆服务的特质和公众接受博物馆服务的全过程,可构建从公众感知视角评量博物馆公共文化服务的综合评价体系。该评价体系由三个由表及里的内部维度——"可获得性""可接近性""可接受性"和一个反映动态变化水平的"可适应性"维度构成,其结果反映了公众对接受博物馆服务难易程度的心理评价。在当前公共文化服务体系建设从"增加数量供给"到"寻求质量突破"的关键转型期,可及性评价体系不仅有助于从公众感知视角梳理博物馆在公共文化服务建设方面取得的成就和存在的短板,也有助于博物馆践行"以人为本"的理念,实现可持续发展。In the field of public services,"accessibility"is an important benchmark to evaluate the effectiveness of public services from public perception;in the field of museums,the"accessibility"of resources and services to the public is one of the goals pursued by public museums in modern times.By combing related theories and applications,based on the characteristics of museum service and the entire process of public accessing museum service,this article attempts to construct a comprehensive evaluation system for evaluating the public cultural service of the museums from the perspective of public perception.The evaluation system is composed of three internal dimensions(availability,accessibility,acceptability),and an adaptability dimension reflecting the level of dynamic changes.It measures the level of the match between the whole process and all aspects of the public cultural service of the museum and the public,the result of which reflects the public’s psychological evaluation of the level of difficulty of receiving service.In the transition period of the construction of public cultural service system from increasing quantity to seeking quality breakthrough,this evaluation system not only helps to figure out the achievements and shortcomings of museums in public cultural service from a perspective of public perception,but also helps museum to apply people-oriented strategy and achieve a sustainable development.
