执政轨道上的政党发展:以“革命性执政党”为概念框架的分析

摘　　要："政党调适""政党收缩-调适""韧性威权"等概念框架把中国共产党解释为仅能适应环境的执政党,未能解释中国共产党在执政轨道上的发展,尤其是最新的发展。在执政轨道上,中国共产党发展执政要素,也推进革命因素的发展,其发展模式为"革命性执政党"。"两个伟大革命"提出以后,"革命性执政党"成型。革命性执政党兼容革命和执政两种因素,而且内含长期执政逻辑。革命性执政党之革命,有内、外两个层面,外部革命由社会主义道路本身的革命性来体现,内部层面的革命则是自我革命,持续维持"没有任何自己的特殊利益"的政党状态。"革命性执政党"具有政党学意义,可以作为一种执政党类型,有助于破解西方执政党话语逻辑。Conceptual frameworks such as "party adaptation", "party atrophy-adapt at ion" and "authoritarian resilience" explain the Chinese Communist Party as a ruling party that can only be adapted to the ever-changing environments,but they fail to explain the development of the Chinese Communist Party on the ruling track,especially the latest development.On the ruling track,the Chinese Communist Party develops ruling elements and also promotes the development of revolutionary factors while her development model is "revolutionary ruling party".After the concept of "the two great revolutions" was brought forward,the "revolutionary ruling party" took shape.Two mutually compatible factors,namely revolution and ruling,co-exist in the concept of "revolutionary ruling party" which also embodies the logic of long-term ruling.The concept of "revolution" of a revolutionary ruling party includes both internal and external levels.The external revolution is manifested through the revolutionary nature of the socialist road itself while the internal level is self-revolution which continuously helps to maintains the party in a state of "being without any special interests of her own".The concept of "revolutionary ruling party" possesses significances in the field of political party science.As a type of ruling party,this concept is helpful for breaking the logic of the discourse of ruling parties in the western world.
