南水北调东线济宁市截污导流工程建设与管理问题的思考

摘　　要：南水北调东线济宁市截污导流工程是保障调水期间地表水稳定达到Ⅲ类水的重要基础设施,也是"截、蓄、导、用"一体化治污的生态系统工程。为确保工程持续正常运行并充分发挥效益,本文结合工程建设及运行管理的实践,系统总结了工程建设特点,客观分析了目前运行管理现状和存在的问题,针对性地提出了保障水质、加强工程运行管理及中水可持续利用的对策建议,可供同类工程建设管理者参考。Jining pollutant intercepting diversion project in South-to-North Water Diversion Project East Line is an important infrastructure for standardizing surface water and reaching third kind of water during water diversion.It is also an ecological system project of"intercepting,storing,guiding and using"integrated pollutant control.The practice of project construction and operation management is combined in the paper in order to ensure sustainable and normal operation of the project and exert the benefits fully.The characteristics of the project construction are systematically summarized,the present situation and existing problems of current operation management are objectively analyzed,corresponding countermeasures and suggestions to ensure the water quality,strengthen the project operation management and the sustainable utilization of reclaimed water are proposed in a targeted mode,which can be used for reference by the managers in similar projects.
