广西畜禽屠宰管理现状与策略

摘　　要：为了解广西地区畜禽屠宰行业发展现状,继而为出台相关管理条例提供信息支持,专题组深入南宁、柳州、北海等主要市、县(市、区),开展《广西壮族自治区畜禽屠宰管理条例》前期立法专题调研。通过调研发现,畜禽屠宰监管工作缺乏相应的法规支撑,牛羊规模养殖专业化程度相对较低,畜禽屠宰制度不健全,基层监管力量薄弱及屠宰管理权责不明等问题。这提示应积极出台地方性配套法规,建立规模化养殖和健全畜禽屠宰制度,明确屠宰管理工作职责,提高基层监管效能等,切实规范行业生产秩序,进一步推动广西屠宰行业健康有序发展。In order to identify the status of livestock and poultry slaughtering industry and to support any possible information of relevant regulations in Guangxi,a special investigation and research on the early stage of legislation concerning Regulations on the Administration of Livestock and Poultry Slaughtering of Guangxi Zhuang Autonomous Region was carried out in Nanning,Liuzhou,Beihai and other cities/counties(cities/districts)by an ad hoc group.Upon investigation,some problems were found out,such as lack of corresponding legal support during the supervision towards livestock and poultry slaughtering,relatively low level of specialization of large-scale breeding,insufficient slaughtering system,poor supervision at grassroots level and unclear rights and responsibilities for slaughtering management.For the purpose of effectively standardizing the production order and further pushing forward healthy and orderly development of the slaughtering industry in Guangxi,some suggestions were thereby put forward,including introducing local supporting laws and regulations,developing large-scale breeding,improving slaughtering system,clarifying the responsibilities for slaughtering management and enhancing the performance of supervision at grassroots level.
