川渝城市群城市化对产业结构转型的影响研究--基于京津冀、长三角、珠三角三大城市群的比较

摘　　要：文章基于2000~2019年省际面板数据,以京津冀、长三角、珠三角三大城市群为参照,运用回归分析和GMM估计等计量分析方法探讨川渝城市群城市化发展对产业结构转型升级的影响。结果表明:川渝城市群城市化水平偏低,但年均增长速度较快,总体呈上升趋势,与东部三大城市群城市化差距逐步缩小;川渝城市群产业结构合理化值从2000年的0.79降到2019年的0.39,总体呈下降趋势,同期产业结构高级化值从1.00上升至1.38,表明产业结构逐步从低级向高级化转变;川渝城市群城市化发展逐步推动其产业结构转型升级,促进产业结构高级化,产业结构趋向合理化。基于此提出促进川渝城市群发展的政策建议:充分发挥川渝城市群带动区域经济发展的引擎作用,缓解西部相对贫困状态。探索政府政策调控引导与市场主体调节相结合的城市化道路,引导人口有效转移和土地有序流转;强化川渝城市群城市化发展对产业结构转型升级的促进作用。Based on the inter-provincial panel data from 2000 to 2019,this paper discusses the influence of urbaniza⁃tion development of Sichuan-Chongqing urban agglomeration on the transformation and upgrading of industrial struc⁃ture by using regression analysis and GMM estimation with reference to the three major urban agglomerations in Bei⁃jing-Tianjin-Hebei,Yangtze River Delta and Pearl River Delta.The results show that the urbanization level of Sich⁃uan-Chongqing urban agglomerations is low,but the average annual growth rate is relatively fast,and the overall trend is increasing,and the urbanization gap between Sichuan-Chongqing urban agglomerations is gradually narrowing with that of the three major urban agglomerations in the east.The rational value of industrial structure of Sichuan-Chongqing urban agglomeration decreased from 0.79 in 2000 to 0.39 in 2019,showing a downward trend,and the advanced value of industrial structure increased from 1.00 to 1.38 in the same period,indicating that the industrial structure gradually changed from low to advanced,and the urbanization of Sichuan-Chongqing urban agglomeration gradually promoted the transformation and upgrading of its industrial structure,promoted the upgrading of industrial structure and rationalized the industrial structure.Based on this,this paper puts forward some policy suggestions to promote the development of Si⁃chuan-Chongqing urban agglomeration:give full play to the role of Sichuan-Chongqing urban agglomeration as the en⁃gine of regional economic development,and alleviate the relative backwardness in the west.To explore the urbanization road of the combination of government policy regulation and control and market main body regulation,to guide the effec⁃tive transfer of population and orderly land circulation,to strengthen the positive role of urbanization development in Si⁃chuan-Chongqing urban agglomeration on the transformation and upgrading of industrial structure。
