尺度重组视角下的中蒙俄国际旅游合作路径研究

摘　　要：中蒙俄推进国际旅游合作,是落实"一带一路"倡议的重要抓手。论文从尺度重组理论的视角,通过构建国际旅游合作的理论分析框架,探讨中蒙俄旅游合作实施路径。研究认为,尺度重组体现出不同尺度权力主体互动博弈的过程,国际旅游合作既是由国家之间力量主导的逐层级的尺度下推,亦是在国家间合作宏观构架之下,依赖区域、地方的力量通过尺度上推而逐步深化。根据中蒙俄旅游合作现状可识别出地方、区域、国家与(中蒙俄)国家间四个尺度,各自通过不同内容的尺度上推/下推策略,在各层级主体的行动者网络中寻求突破强制通过点,以期实现国际旅游合作的深度目标。不同尺度间的相互作用在地理空间上表征为多元层级的旅游地系统空间结构模式,尺度重组将促进旅游地空间系统在各尺度权力主体的协同与权衡中逐渐趋向于复杂与完善。Tourism cooperation among China, Mongolia and Russia is an important way to implement the "one belt, one road" initiative. From the perspective of rescaling theory, we discussed the implementation path of tourism cooperation among China-Mongolia-Russia by constructing the theoretical analysis framework. The research shows that the rescaling reflects the interactive game process of power subjects in different scales. International tourism cooperation is not only a downscaling process of each country, but also gradually deepened by relying on the downscaling process of regional and local forces under the macro framework of international cooperation. According to the current situation of tourism cooperation between China, Mongolia and Russia, four scales can be identified: local, regional, national and international(China-Mongolia-Russia) levels. Through the different contents of upscaling/downscaling strategies, they seek breakthrough points in the actor network of different levels of subjects, in order to achieve the in-depth goal of international tourism cooperation. The interactions among different scales are represented as multi-level spatial structure model of tourism destination system. Rescaling will promote the complexity and perfection of tourism destination spatial system in the coordination and trade-off relationship of power subjects in different scales.
