摘　　要：目的梳理我国医养结合政策发展历程及内在结构性矛盾,从而为医养结合政策体系的发展建言献策。方法运用文献计量分析方法与政策文本内容量化方法对2013—2020年医养结合政策文本进行分析。结果医养结合模式中存在法律支持缺乏、部门协同不够等问题;在医养结合的政策工具使用中,存在环境型政策工具使用过多、需求型及供给型政策工具使用不足等问题;在医养结合服务模式的资源配置中,存在重医疗融入、"养中设医"而轻"医养合作"的问题。结论医养结合政策工具使用不平衡,医养资源分配不均,需从推动相关法律的建立、加强部门间合作、优化政策工具结构、补齐医养结合模式短板等方面加以改善。Objective To clarify the development context and existing structural contradictions of policies for combination of healthcare and eldercare in China,so as to provide reference for the development of the combined healthcare and eldercare policy system.Methods Policy texts on combination of healthcare and eldercare from 2013 to 2020 were analyzed using bibliometric analysis method and quantitative method of policy text content.Results There were problems such as lack of relevant legal support and insufficient departmental coordination in suchmodel.As for the use of policy tools,there were problems such as excessive use of environmental policy tools,insufficient use of demand-based and supply-based policy tools.As for resource allocation,there were problems of emphasizing the integration of medical care,providing medical care in eldercare and neglecting the cooperation between healthcare and eldercare.Conclusions The unbalanced use of policy tools for combination of healthcare and eldercare and the uneven distribution of medical and eldercare resources need to be improved in terms of promoting relevant law-making,strengthening inter-departmental cooperation,optimizing the structure of policy tools,and improving the weak linksin thecombination of healthcare and eldercare.
