摘 要:馆藏评估在实践中应设定或参照一个明确的馆藏效用,以避免评估人员走入舍本逐末的误区,如数据罗列、唯使用率、唯馆藏质量的评估倾向。而馆藏评估的首要目标是确定馆藏是否足以支持实现其所在高校的目标、需求与使命。文章通过"投入"—"产出"—"效用"三个维度,设计了定量与定性指标体系,并考虑了非馆藏因素对上述"效用"评估的作用,最后指出可通过计量经济学方法将各个指标联系起来。Collection evaluation should set or refer to a clear collection goal in practice to avoid evaluators from falling into the misunderstanding of giving up the basics and paying attention to the subtle details,such as the tendency of data listing,utilization rate,and collection quality evaluation.The primary goal of collection evaluation is to determine whether the collection is sufficient to support the realization of the goals,needs,and missions of the university.The paper establishes a value-oriented theoretical framework that designs quantitative and qualitative indicators through three aspects of"Inputs","Outputs"and"Values"while considering the effect of non-collection factors on the above-mentioned"utility"evaluation.Last,the paper indicates that librarians should use econometrics to link indicators of the three aspects.
