摘　　要：中国共产党的请示报告制度来源于马克思恩格斯列宁创建无产阶级政党时期实行的报告制度。马克思恩格斯在创建共产主义者同盟的实践中,实现了报告制度由自发到自觉的转变;这一时期的报告制度体现了下级服从上级,直至服从中央的民主和集中统一的精神;在反对巴枯宁主义的斗争中,恩格斯从本体论、实践论层面论述了权威的必要性和重要性,在加强党的集中统一领导问题上实现了认识论和方法论的有机统一。列宁在领导建立俄国布尔什维克党的实践中,首次明确提出维护党中央权威和集中统一领导思想;在革命进程中以党章为核心确立报告制度的工作机制;十月革命胜利后,俄共(布)第八次代表大会通过的党纲对报告制度的运用进行了更加充分的规定,推动了报告制度的规范化发展。马克思恩格斯列宁创立和发展报告制度的理论与实践,对中国共产党贯彻落实请示报告制度具有重要的启示。CCP’s appealing and reporting system originates from the reporting system established by Marx,Engels and Lenin when they created the proletarian party.In founding the Communist alliance,Marx and Engels realized the change of reporting system from spontaneity to self-consciousness.In this period,the reporting system reflected the democratic and centralized spirit of subordinates complying to higher authorities,extending to the central government.In the struggle against Bakuninism,Engels discussed the necessity and importance of authority ontologically and practically,strengthening the Party’s centralized and unified leadership,epistemology and methodology having been united.In leading the establishment of Russian Bolshevik Party,Lenin proposed for the first time the authority of the Party Central Committee and centralized and unified leadership thought.In the process of revolutionary,the working mechanism of reporting system was established with the Party constitution at the core.After the victory of the October Revolution,the Party platform adopted by the Eighth Congress of the Russian Communist Party(Bolshevik)made more adequate provisions on the application of the reporting system,promoting the report standardization system.The theory and practice of Marx,Engels and Lenin’s establishment and development of the reporting system have important implications for the CPC to implement the reporting system.
