新发展格局下我国沿边地区跨越式发展的战略思考

摘　　要：在百年变局和世纪疫情叠加共振的复杂背景下,我国积极推动构建“以国内大循环为主体、国内国际双循环相互促进”的新发展格局。作为新发展格局的开发开放前沿——沿边地区经济社会发展和进一步开放,是“十四五”时期我国精准把握区域发展机遇、有效应对国际环境挑战的关键一环。受制于发展理念、经济要素、跨境壁垒等不利条件,我国沿边地区的区位优势长期难以充分发挥、跨境合作衔接不畅,致使其与国内国际两个市场的互联互通深受阻碍。我国沿边地区开发开放水平亟待提高,而加快加强跨境制度性合作、实现跨越式发展则是题中之意。新时期、新形势、新要求下,通过契合新发展理念和构建新发展格局,抢抓“一带一路”建设、扩大开放的新机遇,创造性引导我国沿边地区与构建新发展格局实现价值融通和深度互动,充分释放沿边地区开发开放的动能效能,应努力将其打造为我国实施全方位对外开放的区域性支点和前沿性窗口。Along with superimposed resonance between the changes unprecedented in a century and the epidemic in this century,China has actively promoted the“re-optimization”process of its national development strategy,and established a new development pattern of“omestic cycle as the dominant and the joint promotion of domestic and international dual cycles”.As the forefront of the new development pattern,the socio-economic development and further opening-up of the border areas have become a key link for China to accurately grasp new opportunities for regional development and effectively respond to new international challenges during the“14th Five-Year Plan”period.Constrained by such weaknesses as poor development concepts,weak economic factors,and cross-border barriers,China’s border areas have long faced difficulties in bringing their geographical advantages to full play,and their cross-border cooperation is unsatisfactory,which has severely hindered their connection with domestic and international markets.The level of development and opening-up of China’s border areas needs further improvement while accelerating the cross-border institutional cooperation and achieving leapfrog development are essential.In the new era with new requirements,it is necessary to integrate the new development concepts with the new development patterns,further implement the Belt and Road Initiative,seize the new opportunities for further opening-up,creatively guide our border areas,build a new development pattern to achieve value integration and in-depth interaction,and fully release their kinetic energy of the development and opening-up so as to make them the regional fulcrums and frontier windows of China in the process of implementing an all-round opening-up strategy.
