摘  要:“一带一路”倡议提出以来,中国高校通过联盟的方式与沿线国家高校建立起众多国际合作平台,助推中国高校从联盟边缘走向中心。然而,当前联盟建设仍存在合作步伐落后、合作效率较低、区域影响力较小等困境,阻碍了合作的高质量发展。研究通过博弈理论模型,分析困境产生的主要原因在于制度支持力度较弱、我国高校国际影响力有限以及联盟成立的准备不足等3个方面。有鉴于此,建议从完善顶层设计、加强精准合作、增强制度约束等方面促进联盟制度建设,提升中国与“一带一路”国家高校联盟合作质量。Since the Belt and Road Initiative was put forward,Chinese universities have established numerous international cooperation platforms with those universities along the Belt and Road through various alliances,aiming at helping Chinese universities move from the edge of the alliance to the center.However,the further construction of the alliance still has such problems as poor cooperation,low efficiency and weak regional influence,which hinders the high-quality development cooperation.Based on a game theory model,the paper reveals the three root-causes for the existing predicaments:the weak institutional support,the limited international influence of Chinese universities and the insufficient preparation for the establishment of the alliance.Therefore,it is recommended to strengthen the construction of the alliance system in terms of improving the top-level design,enhancing targeted cooperation,and strengthening institutional constraints so as to realize high-quality international cooperation among the universities along the Belt and Road.
