摘 要:环境规制是协调环境污染和经济增长中常见的政策工具,在当前经济发展环境中,厘清环境规制与碳生产率之间的关系对破解中国低碳约束的发展难题具有极强的现实意义.在对中国30个省市碳生产率进行测算的基础上,分析了环境规制对中国区域碳生产率的影响.研究发现不同地区环境规制对碳生产率的影响不尽相同,东部地区环境规制对碳生产率的影响不显著,中部地区和西部地区环境规制与碳生产率之间呈现出显著的倒“U”型关系.提高经济发展水平、扩大对外开放、产业结构升级、加大研发强度、降低能源强度是提高中国区域碳生产率的有效途径.Environmental regulation is a common policy tool for coordinating environmental pollution and economic growth.In the current environment of economic development,clarifying the relationship between environmental regulation and carbon productivity is of great practical significance for solving the development problem of China's low-carbon constraints.Based on a calculation of the carbon productivity of 30 provinces and municipalities in China,the impact of environmental regulations on China's regional carbon productivity is analyzed.The resultsfind an inverted U-shaped relationship between environmental regulations and carbon productivity.The impact of environmental regulations on carbon productivity varies withdifferent regions:they haveno significant impact on carbon productivity in the eastern regions of the country,but havea significant inverted“U”relationship with carbon productivityin the central and western regions.Finally,the paper concludes thatincreasing the level of economic development and expanding opening up to the outside world,upgrading the industrial structure,increasing R&D intensity,and reducing energy intensity are effective ways to improve China's regional carbon productivity.
