系统承载力视域下海岛旅游产业升级模式研究

摘　　要：从系统承载力出发选择合适的产业升级模式更有利于同时实现海岛生态保护和经济发展目标。在构建海岛旅游系统承载力理论框架的基础上,从核心要素和演化动力两方面分析海岛旅游产业演化路径,阐述海岛旅游产业升级的内涵和目标,提出适宜海岛旅游特点的产业升级模式。研究认为:海岛旅游系统承载力分为具有刚性约束的生态承载力和具有主观能动的经济承载力两类;演化路径分为萌芽、开拓、发展、成熟和衰退五个阶段;产业升级的目标就是在坚持生态承载力底线思维的基础上,努力提升经济承载力水平,进而延长发展期、稳定成熟期并避免进入衰退期;通过对比两种承载力大小提出可供选择的三种产业升级模式,包括规模扩张型、质量提升型和陆岛协同型三种。Choosing an appropriate upgrading mode of island tourism from the perspective of systematic carrying capacity is beneficial to realize ecological protection and economy development simultaneously.The systematic carrying capacity framework of island tourism is constructed,and the evolution path of island tourism is analyzed,then the connotation and goal of island tourism upgrading are defined,the corresponding upgrading modes are proposed at last.Studies show that:firstly,systematic carrying capacity of island tourism is divided into ecological carrying capacity with rigid constraint and economic carrying capacity with the subjective motile;then,the evolution path of island tourism can be divided into five stages,which are germination,exploration,development,maturity and declination;next,the goal of upgrading is improving economic carrying capacity on the basis of ecological carrying capacity to extend the stage of development,stabilize the stage of maturity and prevent from the stage of declination;lastly,by comparing the two kinds of carrying capacities,the appropriate upgrading models are suggested which include scale expansion,quality improvement and landisland synergism.
