环境规制约束下工业集聚的环境污染溢出效应研究

摘　　要：运用空间杜宾模型检验环境规制约束下工业集聚对环境污染的影响。全局和局部空间相关性分析显示我国工业集聚、环境污染和环境规制均存在显著的空间自相关关系,且自相关程度呈现逐步上升趋势。实证检验结果显示,工业集聚是影响环境污染的主要原因,一个地区的工业集聚会导致本地区环境污染排放总量的增加,但是对临近地区的环境污染影响系数为负。一个地区环境规制程度的提高能够减少本地环境污染排放增加,但是临近地区环境规制程度提高导致本地污染排放增加。同时,临近地区污染排放量也是本地区环境污染排放的重要影响因素。基于此,提出以下三点政策建议:优化工业集聚质量,健全工业集聚区绿色协调发展机制,构建更为严厉和科学的环境规制体系。This paper uses the Durbin model to test the spatial spillover effects of industrial agglomeration,environmental regulation on the environmental pollution.Both the global and local spatial correlation analysis showed that industrial agglomeration,environmental pollution and environmental regulation exist significant positive spatial autocorrelation,and the degree of autocorrelation present gradually rising trend.The empirical results show that industrial agglomeration is the main cause of environmental pollution,the rise of the industrial agglomeration can lead to the increase of environmental pollution emissions,but the industrial agglomeration degrees of neighborhood regions are negative to the environmental pollution emission of local region.A higher level of environmental regulation can reduce the local environmental pollution emissions,but a higher level of environmental regulation of the neighborhood lead to the local region’s pollution emission increase.The pollution emission of neighborhood regions is also the important influencing factors of the local environment pollution.Based on this,this paper puts forward suggestions as follows:to optimize the quality of industrial agglomeration,construct the coordination development mechanism of industrial clusters,and build a more strict and scientific environment regulation system.
